Position Summary Provides land preservation and real estate transaction expertise for the acquisition and permanent protection of greenways, nature preserves, natural heritage sites, and other significant natural areas in accordance with the County’s open space needs and comprehensive master plans.
This position is responsible for developing and managing open space plans, evaluating and prioritizing open space and greenway acquisitions, negotiating and monitoring the conservation of easements on environmentally sensitive lands, managing Stewardship Special Revenue Fund(s), and establishing and monitoring farm lease agreements.
Essential Functions • Manage the County’s leased properties, monitor tenant contracts, and maintain re-reoccurring property needs such as landscape maintenance, and resolve ”notices of violation” of city ordinances.
• Assist in the acquisition of property to meet County’s capital and open-space needs.
• Ensure that land acquisitions for County purposes are consistent with adopted/proposed comprehensive master plans.
• Coordinate process for granting of easements over County-owned property.
• Assist with the identification of property needs, prepare mandatory referrals, secure appropriate services to perform all due diligence measures; and represent County at Planning Commission meetings.
• Work with tenants, on-site managers, County Attorney, and County staff to resolve issues related to properties, space needs, lease terms, etc.
• Obtain working knowledge of existing/proposed comprehensive master plans and represents the County at Task Force meetings.
• Monitor new subdivision submittals and rezoning requests of planning departments within the county; collect properties designated for dedication on past approved subdivision and site plans.
• Maintain geographic and property attribute and transaction history database of all County properties and facilities; identify surplus properties for disposition.
Minimum Qualifications Experience: Minimum of four years of related experience.
Education: Bachelor's degree in Urban or Community Planning, Natural Resources, Geography, or a related field.
Combination of relevant education and relevant experience accepted?: Yes Licenses and Certifications • Requires a valid North Carolina or South Carolina Driver's License • Requires County Driving Privileges Knowledge, Skills and Abilities Knowledge of • Urban/community planning and application of comprehensive planning principles and/or public administration • To learn real estate transactions as applicable to local government parameters Skills • Interpreting Real Estate law and legal contracts • Skill in negotiating real estate transactions such as leases, acquisitions, easements and other properties to accomplish objectives • Interpreting legal descriptions of leases, real estate, easements and similar properties • Clear, concise writing and in oral presentation of information/recommendations • Formulating logical recommendations based on pertinent factors to meet long range objectives and policy goals • Use of geographic information systems and widely used database systems Abilities • Adaptability: Maintaining effectiveness when experiencing major changes in work responsibilities or environment; adjusting effectively to work within new work structures, processes, requirements or cultures • Planning and Organization: Establishing courses of action for self and others to ensure that work is completed effectively.
