Job Title: Federal Business Development and Program Manager

REQUIREMENT- Must be a US Citizen and must pass a federal background review and drug screen
Responsibility for development strategies, new business prospects, technical services, project management and client relations.
Responsibilities/Duties:
Responsible for maintaining client satisfaction and profitability for projects; primary area of work is with military and federal government clients.
Plan, evaluate and implement business development strategies and increase firm growth.
Monitor and track pursuits.
Further build and maintain existing client relationships and introduce new client relationships.
Recommend effective teaming arrangements.
Meets with clients to prepare and/or validate proposed scope of work.
Coordinate staffing and workload through entire project development.
Oversees field staff ensuring understanding of scope of work and assists in hiring of technical staff.
Ensures that internal communication and coordination of efforts occurs and schedules are met.
Locate or propose potential business deals by contacting potential teaming partners and discovering and exploring opportunities.
Supports development of proposals, marketing materials, fee proposals and contract review.
Establishes and ensures project budget and schedule are met.
Oversees project and contract administration including review of invoices.
Perform other duties, as needed.
Education/Experience:
Bachelor’s degree in Engineering, Architecture or relevant field from an accredited program
At least 7 years of related professional experience with engineering or construction management for public sector clients
Professional licensure (PE/RA) is strongly desired.
LEED Accreditation and PMP are desired.
Experience developing and enhancing federal client relationships throughout the complete life cycle of project delivery including marketing, proposal development, negotiations, contract execution, execution of scope of work and project management.
Experience in successful Federal and DoD project management and IDIQ contract management.
Demonstrated business development and strategic planning skills.
Must demonstrate excellent oral and written communication skills, strong interpersonal skills, and the ability to clearly and effectively present complex information to all levels of employees, management, and clients.
Must have expert knowledge in the use of basic computer software (i.
e.
, Microsoft Word, Excel, PowerPoint)
