General Description:
The purpose of this job within the organization is to supervise and direct the Neighborhood Inspections Division overseeing staff members responsible for developing and implementing a residential rental registration program and maintaining compliance through inspections of the International Property Maintenance Code (IPMC), the City of Rock Hill Municipal Ordinance, and the City of Rock Hill Zoning Ordinance as they pertain to residential and commercial properties and structures.
This class works under administrative supervision, developing and implementing programs within organization policies and reports major activities to executive level administrators through conferences and reports.
Minimum Training and Experience: Requires a Bachelor’s Degree in public administration, communications or other relevant field supplemented by five years of progressively responsible experience in community engagement and municipal program planning.
The equivalent combination of education and related work experience may be considered.
Special Certifications and Licenses: A Valid Driver’s License Desirable Knowledge, Skills and Abilities: Extensive knowledge of the International Property Maintenance Code, the Zoning Code and the Municipal Code of the City of Rock Hill, SC.
Knowledge of proper English, grammar and punctuation.
Considerable skill in public speaking and meeting facilitation.
Ability to develop and/or comprehend complex documents, including, but not limited to, budgets, grant guidelines, and restrictive covenants.
Ability to plan and develop short- and long-range goals to meet organizational needs.
Ability to operate a variety of computer programs with proficiency, including, but not limited to, Microsoft Word, Excel, PowerPoint, and Outlook.
Ability to with work diverse groups of people to bring about effective collaboration.
Ability to deal with people beyond giving and receiving instructions.
Must be adaptable to performing under stress when confronted with emergency situations or tight deadlines.
Ability to maintain positive customer-focused relationships with co-workers, supervisors, agencies, the general public, and all other internal and external customers.
Personally demonstrates appropriate customer service skills.
Work is performed onsite.
The incumbent must be present at work to perform the essential functions of this job.
Essential Job Functions: Establishes work priorities as the division supervisor of Neighborhood Inspections by assigning work areas; directs and assists with specific violations as needed for the IPMC, City of Rock Hill Municipal Code Ordinance and the Rock Hill Zoning Ordinance.
Ensures the Inspection Division’s procedures, data collection, and case management area carried out properly in order to achieve voluntary compliance to meet established goals and the Division’s strategic goals.
Explains methods and procedures to subordinates and the public, giving special instructions on unusual problems and situations; audits progress up to completion.
Serves as the staff liaison for the Property Maintenance Code Board of Appeals and assists with recommendations for board position when a vacancy occurs; provides support to the staff liaison for the Rock Hill Clean and Green Board.
Prepares and evaluates staff budget needs, monthly status reports for yearly strategic goals, and other complex documents, project reports and division reports as needed.
Evaluates staff to maintain an average number of days to voluntary compliance; monitors individuals and as a team to ensure appropriate performance measures are met.
Sets various work objectives for the division, including supervision of staff; seeking building, strengthening, and growth opportunities for succession and retention planning; establishes deadlines for projects and initiatives.
Oversees the demolition of substandard structures working with the Code Official to remove structures in a timely manner to eliminate blight and lessen impacts that burden communities when buildings are vacant.
Oversees the residential rental registration program working with the Code Official to provide an efficient and fair inspection process that encourages and helps ensure habitable structures.
Develops and oversees processes to ensure the 15,000+ residential rental units in the City limits are properly registered and compliant with the Residential Rental Registration ordinance.
Creates and conducts research on community issues to identify resources and develop innovative solutions; establishes programs to address identified needs; develops and monitors effective means to track and measure results.
Receives and reviews citations, service request forms, bylaws, deed restrictions, meeting agendas and minutes, neighborhood organization charts, invoices, planning documents, proposals, brochures, correspondence, etc.
Prepares and/or processes various complex documents, including comprehensive departmental reports; also prepares court documents, meeting agendas and minutes, requests for service/information forms, neighborhood surveys, expense reports, training materials and records, monthly reports, schedules, calendar of events, volunteer records, various other records, reports, memos, correspondence, etc.
Interacts/communicates/provides guidance to various groups and individuals such as neighborhood associations and residents, the immediate supervisor, other department heads and employees, co-workers, other City personnel, news media, various outside agencies and professionals, vendors, civic/community organizations, local businesspersons, volunteers, attorneys, boards/commissions, City Council, church leaders, consultants, developers, elected officials, and the general public.
Performs all other duties as may be required to meet organizational needs.
